One works off the other by alternating: one element will come on and run for a period of time then the other element will come on and run for whatever period it needs to get that water up to a temperature. Over years of use, one element may burn out. It is usually the bottom element because that is the one that comes on first. The second element doesn’t have to come on because the bottom one constantly comes on first: therefore, maintaining the temperature. When you maintain a temperature, it is only maintaining it. It is not working hard to bring it from cold to hot. Now all it has to do is maintain the hot. It will come on for a few minutes to warm it up and then shut off just like your air conditioning unit. Your central air conditioning unit comes on for just a few minutes just to keep your house cool. It won’t have to run all day, just maintain the cool.
